Good news can be qualified as such only if it is wholesome. If it is not, its 'goodness' is partial and non-beneficial. This tentatively applies to the Sh73.8billion that the Tanzanian government has received from BAE Systems, as a refund for the excess that it paid for the purchase of a military radar from the British company in 2001.
